Should human rights be enforced by law or optional?

First of all, Human Rights have always involved in discussions of a lot of countries. There are many reasons because governments don't use them. Some people think that these defenders of people's values have to be moral, but not everyone. Why are these people thinking that personal values are wrong?

Simply, in the first place, governments in the third world are against these human rights because of the law's ignorance, because of the corruption. These governments accorded with Mafia a other criminal groups, kill and torture people to be what they want, rich using black market of people organs or similar.

However, we haven't got only criminal governments in our world that are conditioned by health and richness of their countries. Moreover all European countries and in general all civilized people must accept human rights between their laws because their importance is enormous in each person. These rights are what we have to respect to have a quiet situation in all the world.
To sum up, we do not have to hide to the terror imposed by corrupt governments and we have to know what is the best to our world. Some people maybe would accept to be in "peace and love" but it would be impossible because in our planet there are a lot of kinds of people that could "infect" the life of all planet citizens with a criminal vision of the life, with humanity reflected in his eyes like something dark what's unique solution is the criminality.
